POSITION SUMMARY

Reporting to the Vice President of Operations & Finance, the Human Resources Director will work as part of the operations team overseeing the overall Human Resource needs of our evolving and growing hybrid organization.  The Human Resources Director will accomplish the Human Resource Department’s strategic objectives by planning, organizing, and supervising all functions required to operate and maintain departmental activities and services. Ensures recruitment and employment; compensation and benefits; automated and manual record-keeping systems; management and employee training; employee relations; policy formulation and implementation; and performance development and evaluation programs are maintained in accordance with established laws, regulations, policies, and procedures. Maintains confidentiality of all privileged information.

DUTIES AND RESPONSIBILITIES:

Human Resources

  • Review current HR systems and processes and implement a new department plan for all Human Resources functions, including recruitment and employment, compensation and benefits, personnel records, training/professional development, and performance management and evaluation programs.
  • Establishes, implements and communicates goals, objectives, policies and procedures in accordance with department plan.
  • Reviews and makes recommendations on policies and procedures, rules and regulations, forms and documents. Ensures compliance with federal, state, county, local, and tribal laws.
  • Maintains employee files for accuracy and completeness.
  • Provides direction and guidance on all human resources issues of the First Peoples Fund to ensure the fair and consistent application of human resources policies and procedures.
  • LeadsFirst Peoples Fund in the outreach, recruitment and selection of employees by posting and advertising vacant positions; and screening and interviewing job applicants to ensure minimum qualifications are met for each position. Works with management to ensure consistency across the organization.
  • Collaborate with managers to update and maintain job descriptions in accordance with the organization chart and hiring plans.
  • Oversees the onboarding process and orients all new employees on policies and procedures, as well as employee benefits.
  • Lead benefit plan review and renewals and provide analysis on recommendations.
  • Reviews all Employees Action Notices and supporting documentation for accuracy and completeness.
  • Maintains salary and wage scales to standardize salary ranges across the organization and to  ensure the fair and consistent application of compensation policies and procedures.
  • Process and adjudicate informal complaints and grievances; advises employees on policies and procedures.
  • Verifies, adjusts and approves payment of insurance premium invoices for health, life, disability and various forms of supplemental insurance as provided by First Peoples Fund.
  • Coordinates open enrollment for employee benefit plans for First Peoples Fund employees.
  • Provides HR consultation and training for all management regarding recruitment and employment, compensation and benefits, record-keeping systems, performance development and evaluation programs, and other related Human Resources functions.
  • Ensures compliance with safety regulations to provide a safe working environment for all First Peoples Fund employees, contractors and visitors.
  • Leads selection and coordinates use of Human Resources consultants, insurance brokers, insurance carriers, pension and 401(k) administrators, training specialists, labor counsel, and other outside advisors.
  • Keeps leadership and other departments informed of status of activities and of significant events and problems by attending meetings, submitting reports, and meeting individually as necessary.
  • Organizes, implements, and maintains an employee recognition program.
  • Ensures confidentiality of all employee records, investigations, and other information.
  • Contributes to organizational effectiveness by identifying short-term and long-range issues and goals that must be addressed; providing information and commentary pertinent to deliberations; recommending options and courses of actions; implementing directives.
  • Conducts annual human resources program evaluation and assessments of program components and staff according to established policies, procedures and regulations.
  • Maintains professional and technical knowledge by conducting research; attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
  • Contributes to a team effort and accomplishes related results as required.
  • Performs other duties as required.

 Organizational Administration 

  • Specific responsibilities, but not limited to, include the following;
  • Participate in strategic planning, budget and proposal development and other organizational activities.
  • Responsible for regular reporting requirements as requested or required by the organization.
  • Adhere to all FPF Policies.
  • Provides reports and presentations to the Board of Directors as requested.
  • Perform other duties as assigned.

EDUCATION, KNOWLEDGE, SKILLS, ABILITIES, and PHYSICAL REQUIREMENTS

  • Bachelor’s degree (Master’s preferred) in administration or human resources, or related field.
  • Four (3) plus years’ experience or comparable combination of education and experience preferably for a nonprofit and/or Native organization.
  • Broad knowledge of tribal communities and cultures across the US.
  • Proven ability to work with diverse communities, leaders and staff.
  • Knowledge of human behavior and performance; individual differences in ability, personality, and interests; learning and motivation preferred.
  • Strong conflict resolution and negotiation skills.
  • Ability to recognize and appropriately convey the sensitive nature of any situation and the ability to keep all matters appropriately confidential with discretion and a high degree of professionalism.
  • Demonstrates a professional and cooperative demeanor with supervisors and co-workers.
  • Strong interpersonal, communication, facilitation and presentation skills.
  • Demonstrated leadership and decision making capability at a management level in a collaborative manner.
  • Proven ability to give, deny or ask for information in a tactful and friendly manner and discretion in giving information about plans and/or action to anyone.
  • Supervisory experience.

  • Flexibility to adjust and contribute to continually evolving work situations and changing priorities.
  • Excellent computer skills – ability to navigate online and other project management platforms, MS Office Suite, and knowledge of excel spreadsheets;
  • Excellent organizational skills with demonstrated ability to execute projects on-time and on-budget.
  • Occasionally must be able to move office supplies and equipment weighing up to 20 pounds across the office.
